After countless hours, several meetings with Penn-DOT, and numerous vehicle modifications (to meet both the PA Vehicle Code as well as applicable Federal Motor Vehicle Safety Standards), Penn-DOT ultimately approved my application and issued me a title, registration, license plate and a new VIN number that has been permanently affixed to the firewall.
